Travelling abroad after submitting NTL application and returning after December 2025 on the basis of ILE vignette

Query:

My parents have ILE vignette in their previous passport. Can they submit their NTL application in the UK, then travel abroad and return in January 2025 based on their ILE vignette whilst their NTL application (which will now provide access to evisa/UKVI account) is processed.

In the new guide for careers it reads that 'a vignette or wet ink endorsement in a previous passport that confers Indefinite Leave to Enter or Remain (when presented alongside a valid passport)' continues to be valid documentation to enter the UK but will it continue to be valid to enter the UK after 31st December 2024?
