Returning Residents How do I qualify?

Hi

Can one explain what the following number 3 means ?

How do I qualify?
You will qualify if:

1)you were settled in the UK when you last left
2) you have not been away for more than two years and you are coming back to live here permanently, and
3) you did not have help from public funds to leave the UK.

Is it that you have got public fund as child benefit and/or jobseekrs allowance when you were in UK before leaving UK will affect when you return to UK again less than 2 years OR

It will only affect if someone take public fund in the process of leaving UK but not public fund taken when you were UK as child benefit etc.
