abused the student visa ?

abused the student visa ?

I just learned that Immgr. Authorities in Bulgaria grant “Visitor” visa for English-Languge courses in UK that last 3 – 6 months. Before that , a student visa was issued but because there was some sort of abuse to this system , they decided to issue “Visitor” visa for these persons.

Anybody knows what these “persons” were doing to make officials take such measures ??
