Right of Abode question

I have some questions re the Right of Abode certificate.

When I got this certificate placed in my passport in 2001 there was no fee involved it appears it now cost $430. Is this true is there now a fee to get this certificate ?

Also do I need to apply for the RoA certificate now that I have been issued a new Australian passport, or can I wait until I need to travel to the UK and then apply for the RoA certificate (I may not need to travel to the UK for years) In other words will I loose my opportunity to get "renew" my RoA if I don't do it now.
