can i apply for NIN?

ive recieved a letter today following my appeal allowance. the letter states that im now officialy recognised as a refugee however im supposed to send some photographs in order to proccess the application. so, my Q is: can i apply for a national insurance at this stage (while waiting 4 the documents 2 come thru)?
