Damian Green, the immigration minister, will tomorrow announce plans to review every settlement route amid concerns it is too easy for immigrants to stay indefinitely.

In an interview with The Daily Telegraph, he signalled new arrivals could be stopped, once here, from switching on to visas that pave the way for them to earn a British passport.

Mr Green will announce tomorrow that he plans to launch a review of all settlement routes in the Spring and wants a clear distinction between those who can come and stay permanently and those who should only be here temporarily.

He said: "We need to be much clearer about which routes people use to come here are temporary routes and which routes are designed to be permanent routes.

"It allows everybody to know where they are before they start. In this country we have developed the tradition you come for one reason and you just switch around to other reasons for staying here and maybe for staying permanently.

"I want a much cleaner system that enables people to know whether they are coming here to do a job for a period of time or whether they are on a route that is likely to lead, if they want to, to staying here altogether."
