How Long does it take to issue DL after successful appeal

This is my question to everyone and I would much appreciate your help.

I have applied for asylum and appealed against deportation, which where both refused. I appealed to the AIt first tier tribunal, and my appeal was heard in November.2010. I received the outcome in December, and the judge refused my appeal on asylum, Allowed the appeal against deportation, and Allowed the appeal under article 8 Human rights, as I am married to an EU citizen settled in the UK for the past 6 years. I have since been waiting for the HO to issue me with my first 3 years Discretionary Leave. it has now been over 2 months since I received the outcome, and in total with the appeal I have been waiting for 8 months without work. I have been on the phone to the HO to find out how long it will take until the leave is issued, but they said they cant tell when it will be done. The problem is that whenever I try to find work I am asked for proof of eligibility to work in the UK. Can anyone tell me how long it takes from the time you receive the successful outcome of the appeal for the HO to issue discretionary leave ? I am desperate since I have been depending on my wife to live and not applied for any benefits or support, and have no intention of doing so. I need to get to work a.s.a.p.
