Permanent Residency Queries

Can the senior respected board members please help me with my queries. I shall be really thankful if the senior administrator can put me on the right direction.

a. My wife came in United Kingdom on a student visa in July 2006. She did her nursing here and she got her first work permit in December 2007. Then she got her second work permit on July 2008. This work permit is going to expire in July 2013. We got married in February 2010 and I came to United Kingdom on work permit dependent visa and now we both are on full time employment. Can somebody please advise when can we actually apply for permanent residency ??

b. Can please somebody confirm to us how many number of days we are allowed to be outside United Kingdom during our stay here on work permit and work permit dependent visa. Are we restricted to spend not more than particular number of days outside the United Kingdom before we could apply for the Permanent Residency ?

c. We were blessed by a baby in February 2011 and he was born here in United Kingdom. Are we supposed to apply for his passport and visa here in the United Kingdom or we are supposed to go to India to apply for the same ?
