Mentioning being turned down for a UK work permit

I was in the UK on a working holiday visa and applied for a normal work permit so that I could stay in the job I was working at. I was turned down because I had not spent enough time out of the UK between a TWES visa and the start of my working holiday visa.

I am now my married to a British citizen and am applying for a settlement visa. On the application form it asks if I have ever been turned down for a UK visa. Do I need to put down the fact that I did not receive the work permit, even though I was still on my working holiday visa and have never had an entry visa refused?

I don't think this counts as a failed visa application.

A work permit approval is a necessary condition to a successful WP-based FLR (visa) application. The government does not consider a WP application to be an 'in-time' visa application for the purpose of maintaining your legal status in the UK. By this same logic a failed work permit application should not be considered a visa application.
