Mother left with children without partner knowing

My friends ex-partner left the area and took their two children without him knowing. He went to Jamaica to attend a family funeral at the time and when he returned she was gone and also took money from his account leaving him with nothing.

The mother is an Overstayer and the children are both under 4. He is financially responsible for the children as he is a British Citizen and receives money for them both. He also has Parental Responsibility for them both.

He reported them missing to the Police who informed him that he should contact Social Services but as he did not know there whereabout he could not provide much information.

He has recently found out that she has left London and gone to a cousin who is unable to work due to her status. He does not know how their mother is taking care of the children financially as she is not entitled to benefits and is unable to work. He has made many attempts to contact her but she refuses to answer the phone. He has made contact with family members who have advised her to talk to him but she refuses. He is worried about the welfare of the children as she has stated that she wanted a break away from them but has taken them with her.

What can he do?[/b]

If he now knows the address where she is living, why doesn't he pass this on to Social Services?

Unfortunately he does not know the address, he only knows that it is Birmingham.
