Visitor visa

i am thinking to apply for a visitors visa for UK as i need to sort out so many things in UK like car, house, luggage etc etc + i want to take my wife to the UK for a couple of weeks as she has never seen UK before. i have good friends in UK who can give me sponsorship. do you think UK home office will grant us visitors visa after i got tier 2 refused twice. however it was all their fault.

can you please guide me for visitors visa and how to make my application strong enough.
