In the UK we have criminal convictions, and fixed penalty convictions. In other European countries there is also a category of administrative offences. These countries make clear in their criminal code that an administrative offence is not a criminal offence. The idea, like fixed penalty notices, is to get people to pay a fine rather than fight to protect their good names.
Many of the foreign administrative offences do not involve behavior that would be prohibited in the UK.
