Seriusly in need of some help

My boyfriend is 20
He came to the U.K in 2008 on a visitor visa with his sister, to live with their older brother and sister in law. His young sister and the rest of his family have indefinite stay. Due to family conflicts his brother did not allow him to apply as a dependent.
He eventually left home underage and has been living with friends, now it's 2011 he is 20 and he could not extend/reapply because he didn't have a sponsor or any money to do so.
He is currently a over stayer on an expired visitor visa, he cannot go home because he has no money and nothing to go back to.
We also intend to get a civil partnership (I am british).
What should he do next?
