mother family visit visa rejected

hi all
my mother has issued a visa on 21st april 2011 and she visited me on 16th of may 2011 then go back to pakistan on 3rd july 2011 afterthat she came back uk on 28th july 2011 then go back on 15th october 2011 that means she lived here with me 4 months out of 6 months then she applied again for 2 years on 17th oct 2011 for re visit me and she posted a date for traveling was 5/11/11_5/3/12 but her visa was rejected because of early apply .

now she is planning to visit me again . visitors allow to visit the uk only 6 months out of 12 months and she spent here 4months as i stated below

my question is can i apply her visit visa in april please let me know asap

She has to wait for at least 6 months since her last exit from UK to apply and re-enter UK again ( April 2012)

if she apply visa to re_ enter again in april can she apply now because we can apply for a visit visa up to 3 months before the date of travel to the UK.

Oh Hi there again I will appreciate if some from the senior member give me a comprenshive answer

Visa office give comments in her remarks that she is not living a stable life now how do we give tangible evident to visa office that she is living a very stable and happy life.

Moreover does she required to show any financial statments , as all of her expenses paid by his son during her visit to UK

Please reply and thank you for your time
