I don't know, but at the end of the day, you are an International Student because you are not "settled" under the immigration rules...are you? Yes, you applied for asylum in the past, you were refused asylum, you are now on a spouse visa and therefore are still under immigration control. Write all of this down and they will tell you, you are an International fee payer. They will obviously ask you your current immigration status. It's like...yes you were Home student before, but your immigration status would conclude that you are not "settled". (By the way, I am not saying I want you to be an Int'l fee payer; if it turns out that they give you Home fees, congrats, but I am only telling you the rules from the universities themselves!). It give wrong signals to people out there to come here and apply for spouse visa and do there studying as a home student (fees) and get out once they finish the education????
You should ask the university/ies and tell us what they say, to clarify this for other board members?
