Maintenance funds for dependant of newly arrived

Hi.

One of my friend just arrived in the UK on sole representative visa (1 month ago). Now he is applying for his wife and children dependant visa overseas.

With regards to maintenance funds, does he needs to show £1890 per dependant or £630 per dependant.
