Where do I start bringing non eu parents for irish holiday

Hi there,I am irish and my partner is non eu,we came to Ireland a year and a half ago using our eu treaty rights.my partner now has a 5 year residency card here and I was wondering how I would go about getting his parents and his brothers family a holiday visa to come visit us,we are expecting our 3rd child in may and would love if his family could visit.
Where do I start?they are all non eu.(Ukraine)

Did you arrive in Ireland under Surinder Singh (you said you're Irish)?

Whilst there may be a way to get them a visa based on dependency, I expect that this will be much more difficult (because you have to prove it and because you are Irish). It would be easier to get them a normal visit visa. They would apply in their country of residence.

If you are looking to bring them to Ireland as 'dependents' and would like to have them stay there it will be much more difficult. I'm not really clear how the rules on dependency work for a non-EEA spouse or an Irish citizen. Bridgit from Ireland knows a lot about these things. I hope she will pop in and help you.
