civil marriage

hi...im looking for advice on a civil marriage. myself (im irish) and my egyptian partner want to marry. we are in a relationship over a yr and a half here in ireland so we are genuine couple. he had an english visa but that ran out last summer. he has been working here over 1 yr. no irish visa no pps. what are our chances of a successful civil marriage taking place...i could travel with him to egypt and marry him there but i dont have the 1000's in the bank to support him when he gets back here as he is the one working full time and me part time. any advice would be apreciated. thanks.
