Sorry. No one asked about citizenship for stateless people. And nationality could be very much different from citizenship. If you are an Irish citizen, your nationality is Irish.
If you are stateless, you don't have a nationality or citizenship.
If you don't have a nationality or citizenship, you are stateless.
Nationality is citizenship. There is no such expression of 'define nationality by citizenship'. There is no difference whatsoever in these two terms in the legal sphere.
Place of birth, on the other hand, is a completely different topic. It is simply where a person was born.

I'm guessing what the officer actually said was that the automatically acquired citizenship at birth of the person prior to being stateless, which is usually but not always tied to the place of birth.
