Is the Italy visa requirements right? Please advise

I wrote to the Italy Embassy to find out their visa requirements as an Irish Spouse to go to Italy, here is their reply:

in order to get your Visa to Itlay you must bring:

- your passport
- marriage certificate
- your wife's passport
- your green card
- a letter by your emplyer
- flight reservation
- hotel reservation
- travel insurance
- bank statement

please note that we need all these documents in PHOTOCOPIES

as you are married with a EU citizen,your Visa is free of charge.

ACCOMPANYING FAMILY MEMBER - JOINING FAMILY MEMBER
of an EU or European Economic Area citizen

1. visa application form (click here)
2. recent passport-style photo
3. passport or travel document valid for at least three months after visa expiry date
4. copy of the EU or European Economic Area citizen’s identity document or passport along with a declaration requesting the presence of the family member in Italy and swearing to be in possession of the requisites foreseen by the law.
5. administrative documentation (marriage certificate, birth certificate, etc.) attesting to the familial relationship
6. in the case of minor children, written permission from the child's other parent for visa to be issued

Entry visas?
Member States shall grant your third country family members every facility to obtain the necessary visas. Such visas shall be issued free of charge as soon as possible and on the basis of an accelerated procedure. Member States may not require family or residence visas for your family members but only entry visas.

Documents that can be required when applying for the visa !
The right of entry of your third country family members is derived from their family ties with you, a Union citizen. All the Member State consular officials can ask for is their passport and a document establishing their family ties with you, such as marriage or birth certificate and proof of dependence, where applicable. Your family members cannot be asked to present documents such as travel tickets, employment certificate, pay slips, bank statements, proof of accommodation and means of subsistence or a medical certificate.

* ask you how much money you have to spend
* ask you questions regarding the purpose and duration of your trip.

Incorrect.

Should be:
- your passport
- marriage certificate
- your wife's passport
..and nothing more.

If you are married to somebody from an EU member state (Ireland is EU), and you will be travelling with them, then this information is wrong.

i think in any case if u r going to visit italy so whats the harm to provide the flight, hotel reservation etc ?

The harm is that it constitutes an attack on the EU citizens right of free movement within the EU.
This is not my statement, its from the EU Court of Justice.

1. The requirement for an immigration visa
26. That national of a non-Member State should not be required to show any
independent reason for entering into the territory. His right, as a matter of
Community law, is derived from the right enjoyed by the Community national, so
that to require that person to fulfill formal conditions prior to entry into
national territory constitutes not only a restriction on his (derived) right but
also a restriction on the principal right of the Community national.

31. It is therefore apparent from the provisions of the directives on the
entry of members of the family, as interpreted by the Court, that entry
formalities must be restricted to the expressly specified documents and that any
further immigration procedure is not permissible.
