IELTS for non-EEU spouse work permit?

Has anybody heard about the requirement of IELTS for non-EEU spouse work permit?

Please explain where you came across this information? It doesnt make any sense.

This was told by my friend in Dublin that non-EEU spouses require IELTS to get spouse/dependent work permit from Jan 2008 onwards; but I couldn't find any info from any official website regarding this.
