Can Stamp 4 visit UK with EU (no residence card)

Hello,

I have tesco vouchers which I want to use on the ferry to visit my family in UK. I want my mother in law to join us on the trip. She currently has a stamp 4 as her review application is in the queue. She was refused but we appealed review. Will she be allowed to come and come back into Ireland from UK? Or does she need a UK visit visa?

She needs to apply for a UK Visit Visa if she is on a Stamp 4

Thank you for replying. I will look into seeing if getting one will be troublesome or not, as it’s not a big deal if she comes in the trip or stats here at home, it would just be nice for her to come and see some of the UK.
