Citizenship Application Social Welfare?

Asking on behalf of my cousin. He got his stamp 4 almost 5 years and will be applying for Irish Citizenship by naturalisation in few weeks time. But he fears his application may be refused because he's never work since gotten stamp 4. He tried looking for job but can't get any part time because he's been on Carer's Allowance since when he got stamp 4 as two of his children are special needs disabilities so that's why he's on Carer's Allowance & Domiciliary care allowance. His wife also on Carer's Allowance to one of their children so they have 3 special needs kids and have been on Carer's Allowance since they got approved for stamp 4.

Will this have affect his Citizenship application? If No, then why? If yes Why? Thanks.

Yes. Applicants are not supposed to use any means-tested social benefits in the last 3 years at least.

They may be able to justify some of the benefits as they have special needs children, however, that allowance is only like two grand a year, and is no excuse for not working for five years at all.

There are tons of part-time jobs and full-time remote working jobs out there. The government also provides free undergrad/postgrad courses for such people on Springboard+ to prepare themselves to work in the area where there is skill shortage. It’s not an excuse for not being able to work at all.

Agree with littlerr.
Not to mention that you are expected to support yourselves when given Stamp 4, which allows you to work without any conditions. The chance of application getting refused is very high.

Hi littlerr, he studied and graduated in 2018/19 and he's getting letter from the school too, he's been looking for part time work even before then and after then up till now and there are documentary evidences in support of that. What do you think? Also the job he's been applying to always turn him down as the jobs are over his permitted hours which is 18 hours per week as a carer.

He would have to try harder. 5 years on social benefit without a job, with his spouse also on social benefit, simply won't work for any applicant.

How do they support themselves? Even with 3 carer allowances, that's still just a couple of thousand euros a year. Does his wife work just 18 hours a week to support his whole family of 5 people? Or do he and his wife receive other benefits?

Finally, he needs to understand that the carer allowance is a means-tested benefit. It means it is given to people of low income. He can't use that as an excuse of not being able to find a job over 18 hours a week. He should be working full time and use his salary to pay for their children's needs, as the majority of people here, especially immigrants do.

Hi Guys,
I am on social payment for last 3 year thinking to apply my citizenship next year sometimes.
I am on stamp-4(4 years) and my wife on Stamp-3 and have one child.
I am earning 340€ and getting only family income supplement from social for last 3 year.
Is that FIS payment going to make any issue for my citizenship application?
Please let me know your opinion.

We won't be able to speak for the minister. After all, the Minister of Justice makes the final decision. However, when the staff in the citizenship department prepares the application, they will likely recommend a decision of 'Approve', 'Reject' or 'Need further review' based on the information they collect.

Having means-tested benefit in the past 3 years doesn't mean the application will automatically be rejected, but the applicant will have to prove that the use of benefit is unforeseen and temporary, and they have since been in a better financial position. You need to at least convince the staff that your application is in the 'need further review' stack instead of the straight rejection stack.

Some previous ministers are known to be very strict on this, but we don't have any data on how the current minister will do.

Just a quick update. So yesterday he rang two different solicitors to confirm before he apply. They both said the same thing "Carer's Allowance will not affect your citizenship application because of 5 yrs Carer's Allowance and because Carer's Allowance is a qualifying payment and caring for the kids with disabilities as carer is considered as job".

Obviously it's up to the minister to decide as Citizenship is not a right but a privilege. He's considering applying through solicitor.
