Can naturalized citizen apply first time passport online?

Hello guys,

I am reading the page https://www.dfa.ie/passportonline/whocanapply/

I am not sure that if I can apply through online and post documents when they contact me?

As it says: (doesn't include naturalized citizen)

Irish citizens anywhere in the world can use Passport Online to:

renew their passport book
renew their passport card
apply for their first passport card

There is another page about what documents to submit: https://www.dfa.ie/passports/documentary-requirements/

I am confusing how to do it, I guess apply online and post documents later?
