Non-EU Family Member - how to get a 2 entry tourist visa for Ireland?

Hello,

I'm a Romanian citizen, my wife is from Namibia living in Romania with a residence permit through marriage.
We intend to have a short trip together and our itinerary is:

Romania > Ireland(2 days) > Portugal(9 days) > Ireland (changing the flights, but for which RyanAir asks for another visa entry) > Romania.

She applied for Short Stay Multiple Journey Family Member of EU citizen for Ireland. The feedback to her came on email as: "Your visa has been approved. It allows you to travel to Ireland between 07/04/2022-07/07/2022, but as per Directive 2004/38/EC, only a short stay single entry Visa will be issued to you [...] Having applied for an EUTR Visa under the Directive 2004/38/EC, an applicant can only be issued with a Short Stay, Single Entry Visa".

Does anyone know:
1) What is a EUTR Visa: EU Tourist Visa?
2) Where I can find the information the officer refers to? Because under that Directive I can't find any mentioning.
3) For which kind of visa should she apply to attent to the itinerary above as tourists (we don't know anyone in Ireland to apply for visit)?

EU Treaty Rights visa, as you applied on this basis.

Either you applied for the wrong visa, or your wife was issued the wrong visa.

EUTR is mostly for those who intends to live in Ireland. The visa allows the applicant to come to Ireland and apply for a residence permit. It is not intended for tourism.

In the Avats website, which visa type and reason of travel did you select?

That is not correct. The purpose of the EU treaty rights is not intended for people seeking to reside.

It can be used for tourism provided the EU national is accompanying you.

The law is unclear about multiple entry.

Of course it can be used for tourism purposes, but that doesn’t mean the OP is correct to apply for that visa, when there is an apparent more suitable category, which is ‘Tourist Visit’.

I agree that the law is unclear about multiple entries, although all such entry visas are single entry only (Ireland and most Schengen countries included).
