Stamp 2 to stamp4

Asking for my friend How can he convert his sramp2 to stamp 4 on the basis of irish child parents in dublin does he have to go to inis office or any online form he has to
Submitted the info i have bring your baby
Bc
Passport
Bill
Stamp2 irp
Passport of parents
Is there any other doc he need? How to apply with in dublin.please help

If it's online, he should submit whatever is listed in the renewal guide for renewing permissions online and select a Stamp 4 as a type of stamp to renew.

List of documents looks OK; online renewal was put in place recently and there isn't much experience with it.

Any idea how long does it takes to get stamp4?

Online renewals seem to take approx 2 months on their own, not taking into account possible delays due to missing documents/etc.
