Hi every one. me and my friend applied for entraprenior . both refused

i have no right of appeal coz i have still valid visa.
my friend has right of appeal so he applied for appeal against this decision.

My question is.

if my friend withdraw appeal so can we send a fresh application while keeping in mind i have still valid visa but my friend visa is already expired.
