Can i employee someone who is on a Settlement VISA?

HI All,

Can i employee a person who is on a Settlement Visa,not on IRL or British Citizen, but he is a Dependent of a British Citizen who is on Settlement Visa and he will be Eligible for the IRL after Staying for 5 Years on the Settlement Visa.

Will it be considered as the Employment Creation?
