Judicial Review

Is Judicial review an option if HO is not able to make decision on application even after more than 21 months? The Local MP was also contacted twice but still no decision.

Can I do it my self or it has to be done by a solicitor?

If you are capable of doing it yourself then you can otherwise do it through solicitor. But it's quite complex
