Post Study Work Visa funds query

I am on a dependent visa, wife on student, wife's visa expires on 31st Jan 2009, hadn't had the required £1350 in joint account for the last 3 months, so I will have to go to India, open an account there, maintaining funds for 2 and a half months before applying for post study work visa in India (as since the 15th of Jan 09, I have transferred £4400 in the joint account here in UK, making it a full 3 months on the 15th of April 09).

My query is can I use the statement from the UK bank in my application from India as part of the 3 months period as I intend to file application with my wife as the main applicanton on 15th of April (assuming I should be able to open the Indian bank account in the first week of Feb), or do I have to wait till the complete 3 months for the Indian bank statement to reflect the monies and then apply.

2nd question - How long does it normally take once the application is made for a decision come if applied from India.
