igs extension refused due to funding

Hi every body
my igs extension has been refused as i did not send the full three months statements.i have been told that i should send them statement from 17 dec08 to 17 march 2009.but i cant send them my bank statement from 17th dec till 30th dec 08 as there were not enough funding.but from 30th dec 08 onwards till to day i have enough funding.i got 28 days to appeal.what should i do.plz reply asap
