HO behaves very strangely about CCL cases

i didn't understand on what basis they are Rejecting visas and issuing visa from CCL on same PGDP course. are they following any checklist. bcoZ some people are getting visas on same day and some people are getting refused.

whats the hell happening with HO.

can we do anything on this issue.
