URGENT PSW refused

On the 28 february my PSW application was refused with the following message:

Dear Applicant


We regret to inform you that after careful consideration against the immigration rules, your UK visa application has been unsuccessful.

Your passport, any original supporting documents and an explanatory notice will shortly be shipped back to you. The notice will explain why your application was refused and will also include any information on your appeal rights.


Delivery times:

[...]

- 2-5 days for mail returned to the British Embassy/High Commission for collection
You will be notified directly by the Embassy/High Commission as soon as your documents are available.

The 5 days have passed and I have no news from the British Embassy Mexico City where I submitted my application. My 12 month time limit on the PSW expires on the 12 March 2011.

I have tried contacting the embassy by phone and they have a recording to call back during working hours (it is working hours!). I have also emailed the embassy and UKBA New York where the application was processed. What else can I do?

When/if I get my documents with explanatory notice back, can they sign a letter stating that the documents were returned outside the promised timeframe? And would this help me in the re-application at all?

There is no "promised time frame" for returning the passport(s) along with other documents when a entry clearance application is refused (or approved).

You have been informed by email that your application has been refused and that your documents will be returned in due course. Whether that takes 2-5 days or more depends on when and how they are shipped to you.

Don't take the statement "within 2-5 days" as a legally binding one ... .... it is just an indication of the time in which the local embassy can expect to receive your documents from US (if they are in US) or the time in which you may expect to receive their documents (at the earliest) from US directly (if they do ship to applicant directly from US).
