CCL Student got Deception, Need Help

Hi All,

My friend's wife got deception because of CCL ( Cambridge College Of Learning ).

he has got Tier 1 General and it will expire in 2013. After 4 years He will be able to apply Indifinate leave to remain .

1 . His wife stopped at airport last January . she got appeal from the Airport and they went for appeal and they got refusal.

2. Then they registered marriage here and they applied under human rights ( Artical 8 ) for the dependant visa on her husband and they got refusal again.

My Question :

if she goes to back home with deception so will she able to come back again when her husband will sponsor her with his indifinate leave to remain.

I heard that when he will get Indefinate Visa after 4 years then he will easily sponsor her and she can easily come back without any problem .

Is that true ?
