Housing benefit stopped as partner is illegal and has no NI

Hi I would like to seek your advice. My partner's housing benefit has been stopped because I have no NI number. I have an application with home office and not allowed to work. The council filled in a DCI 1 form and sent it to the job centre plus on the 12/11/13. It is now 6 weeks and not had a request for an interview.
Does anyone know how long it would take before I am called for an interview?
I have called job centre and they do not have me on the system.
How Long does it take between the time the council fills and sends a DCI form and the interview?
