I think this question is asking if you were living here since you was born.
But I might be wrong

What is confusing you?

Its a simple question. If you arrived in UK as a 5 years old child, and then if someone asks you the question, then the asnwer can only be a "NO".

If you were born in UK, then at the age of 10 you went and lived in another country for 5 years, and then came back and have again been living here for 30 years, then the answer still has got to be "NO"

The question cannot be meant to be asking "have you always lived in UK since you arrived in UK? ". Because no matter where you live and for how long you live, you would have always lived in UK since you last arrived in UK. :P
