Warm front grant - is this public funds?

Hi all. Just joined here and have looked through theis thread with interest and found lots of very useful information. I had no idea prior to reading this that I could apply for child and working tax credit so extremely useful board and thanks John for sterling information Smile
My wife is Russian and will shortly be coming to live in UK and has her 2 year spouse visa. I am self-employed on not a great deal of money and have found that I will be eligible for the above mentioned tax credits.
I am looking to buy a small house with no central heating at present and have discovered that I may be eligible for a warm front grant to install central heating in this house as my wife is pregnant. Would this warm front grant be classed as us of public funds does anyone know? Grateful for any advice on this topic. Regards.

Warm front grant is not within the definition of Public Funds, as in para 6 of the Immigration Rules. So no problem claiming that.
