PSW to T2 - SEO/PPC

I am working as a digital executive in a digital agency. I am holding a PSW and now need the sponsorship from my employer. Is anyone can tell me the most relevant job title and description that can match the SEO (search engine optimisation)/PPC (digital advertising) job?

The basic salary is 20,500 pounds p.a.now, and if the salary (say 18,000) of the job (in the shortage list) I wanna apply is lower than 20,500, can i still apply for T2 with this job title? and my salary only needs to reach 20,500?

Or, I cant apply for this job because the stated salary of this job is too low to reach the basic one, and i need to find a related job title with the salary at least 20500?
