Restricted COS- Tier 2-urgent

Hello All,

I have been issued a restricted cos from my new employer, is it possible to apply visa on the basis of restricted cos,and usually how long it takes to issue a unrestricted cos by home office.(told by employer)
my old employers licence got expired and did not renewed yet.
