Tier 2 ICT(Long Term) to Tier 2(General) visa

My friend is having a Tier 2 ICT(Long Term) visa starting from 20th July 2014 to 20th August 2015. However he has not traveled to the UK. He is getting opportunities from 'A' rated sponsors in the UK for which he will have to apply for Tier 2(General) visa. Is it possible to apply for the Tier 2 General visa given that he has not used his Tier 2 ICT(Long Term) visa?

Since he has not yet travelled, the cool-off period will not come into existence. He can apply for a Tier 2 (Gen) if any sponsor is ready to assign him a CoS (after mandatory steps from their side).
