Today, I got a refusal of my Tier 2 (General) visa because of English language requirement.
I have submitted my original degrees (PhD and MSc) with English proficiency letter and a statement of comparability from UKNARIC that states my PhD and MSc degree is comparable to UK PhD and Bachelor (ordinary) degree respectively.
Moreover, a response from UK Visas and Immigration international enquiry service is;

(1) is deemed by UK NARIC to meet the recognised standard of a Bachelor's degree (not a Master's degree or a PhD) in the UK, and UK NARIC has confirmed that the degree was taught or researched in English to level C1 of the Council of Europe's Common European Framework for Language learning or above
Please suggest me that Can I go for administrative review or not?
If not, then for fresh application do I need new CoS again?
