From Tier 2 ICT Short Term Staff Partner To Tier 2 General

HI,

Me and my husband landed in UK on March 2014.
I was given an Tier 2 ICT short Term Staff Migrant Visa and my husband Tier 2 ICT short Term Staff Partner Visa as he was my dependent.

Now my husband is given an offer to switch to Tier 2 General.

Kindly let me know if the following is possible :

1. Switch from Tier 2 ICT short Term Staff Partner Visa to Tier 2 General without any cooling off period

2.Switching from Tier 2 ICT short Term Staff Partner Visa to Tier 2 General from UK itself , while we are in UK

3. Is there any restriction to switch the visa based on the first landed date in UK.Some places I did read that if the first landed date is before 6th April 2010, then the coolking period is not applicable, else 1yr cooling period is applicable for Tier 2 ICT visa

4.Any documents which states these specific conditions for switching visas for Tier 2 ICT staff partner and staff migrant. I could nt find any in GOV.UK
