does NEW COS allocation required?

Hi Gurus,
I am a Tier2 (G) migrants holding 3 years leave to remain VISA. Currently my VISA valid for until October-2017. Recently my sponsor received an email from home office to renew the allocation of COS.

"This allocation will expire on 05-April-2015. If CoS/CAS will be required beyond this date, a Level 1 user will need to submit a request, with the authority of the Authorising Officer, by selecting 'Request renewal of annual CoS/CAS allocations' from the 'Licence summary, applications and services' menu in SMS."

My employer do not have wish to sponsor any new employee. And my current visa will expire only after 2 years and 6 months. My questions are

1. At this circumstance does my employer need to renew the allocation of COS for me?

2. Is new COS allocation is for sponsoring only new employee or also have to allocate COS for existing employee (for me)?

2 yes, only for new employees
