Tier 2 ICT visa change

Hi,

I am here on a Tier 2 ICT visa with my wife who is my dependent. I have plans to buy a home here and thus looking for staying here permanently.

But as my visa was issues post 2010, the cooling off period comes into action.

I would like to know if my wife applies for a study visa here, can I legally stay here as her dependent? If yes can I work full Time? And can I change our visas being in UK or I need to go back to my country for this?

Lastly if I go back to change would the cooling off apply?
