Tier 2 visa application query, Urgent please

Hello, im currently holding a tier 4 visa which will expire on the 30th of september 2015.
Currently, I''m still waiting for my company to receive the license for cos. Any ideas how long will it take and is there any possible ways to let ukiv to know my current situation so that they could quicken up the licensing process? I just read thru a few post that a cos letter may not be applicable if u have a cover letter from the company? Is it alright or a cos letter will be more appropriate?

And Im confused with 'Your stay must start no more than 14 days before the start date on your certificate of sponsorship.' Is it going to effect my application? And im planning to go for the premium service application.

Could anyone please help with my queries? Thank you very much.
