Tier 2 Dependent to Tier 2 General

My husband and I both are on Tier 2 ICT Long term. My husband will be completing 5 years on this visa in October 2016 whereas my 5 year on this visa will complete in April 2018.

Q.1 Since I have a larger visa duration, can my husband switch as my dependent i.e. Tier 2 dependent visa?

Q.2 After switching to dependent visa, can he apply for Tier 2 General visa from UK or home country?

Q.3 If he can only apply from home country, is there any cool off period applicable?
