Change of Employment to Graduate Role

A friend of mine has been on Tier 2 for almost 3 years and he recently got a graduate job which pays much more than what he is earning. He is interested in taking up the offer and hence wants to apply for Tier 2 change of employment and he has the following question:

As it is a graduate role that has fulfilled the "Milkround" criteria, does it still have to be advertised with JobCentre Plus?
