Is it mandatory to apply from base country?

Hi,

I'm going to get married in couple of weeks. I'm on Tier-2 General visa valid until Dec 2018. Me and my would be spouse both hold Indian citizenship.

My spouse currently works and lives in Thailand and is planning to relocate to the UK after our marriage.

I would appreciate if you can help me for below questions:

1. Can my spouse apply for the Tier 2 Dependent visa from Thailand?
2. Is it mandatory to apply for the visa from the base country only?
3. When he visits VFS office in India/Thailand for bio-metrics appointment, do I (main applicant) accompany him on the day of appointment??
