Need to apply NI letter for tier 2 ICT dependant

Hi,

My husband is on Tier 2 ICT Dependant.He wants to search for job for which we need NI but he doesn't have address proof.And we both are staying in shared accommodation.Can someone suggest what are the alternates to get POA?Thanks.
