PBS Dependant Vary Application when The main Applicant is on ILR

Hi All and thanks in advance for any help.

I am almost in a similar situation as neo2498. The difference in my case is that my wife's visa expired on 27th January 2019 but we couldn't apply for her PBS dependant extension because of the Fund Maintenance period wasn't matured by that time. What I did instead, I applied for FLR(HRO) on 27th January and bought 15 days (Till 11th Feb) before she sends her documents. Now we meet the requirement of 90 days fund maintenance as on 6th February 2019 to vary the application and submit a new application as PBS Dependant-Partner.

My questions are:

1. Does she need to post the FLR(HRO) application before she submits the new application? (She will be able to post the new application before 11th Feb)

2. Do we need to fill some specific "Change of Circumstances Form" when submitting a new application?

3. Is there a need to write a cover letter to explain why this has happened and why we applied for FLR(HRO). I am asking this because while filling the new application as PBS Dependant, I entered the expiry date of current leave as 27-01-2019, the next question they asked to explain the reason why she is applying after the expiry and need to provide evidence of the reason.

4. Cohabitation:

i. Utility bills are on my name
ii. Current year Council tax letter has got both of our names on it.
iii. What other proof can we provide to full fill this requirement? She has got bills for her mobile
(over three years). will that suffice?
iv. Letters from hospital/GP? or any other documents.

5. My wife will be eligible for ILR in May 2020. Can she extend this visa for two years instead of three?

I would be very grateful for your help/answers on this.
